OWEGO, N.Y. (WHCU) – A Tioga County man awaits his day in court.

Owego Police arrested 28-year-old Billy Morrison last week after an investigation of a disturbance on Green Street in the Village. Police say Morrison was involved in a physical altercation with a child present. Morrison is facing felony assault and a misdemeanor of endangering the welfare of a child.
