OWEGO, NY (CortacaToday) — Clarification is coming from elections officials.
The Tioga County Board of Elections says some registered voters, including permanent absentee voters, have received a prefilled early mail ballot from an activist group. Officials say if a permanent absentee voter applies for an early mail ballot, their permanent absentee status would be canceled.
