ITHACA, NY (607NewsNow) — A 28-year-old Ithaca man is now under arrest.
The Ithaca Police Department says Devon Welch refused to leave an apartment on East Green Street around 8:15 Tuesday morning. According to a news release from IPD, “Despite two hours of attempts to engage Welch by the Ithaca-Tompkins Crisis Negotiations Team, Welch refused to speak with the negotiators or exit the apartment and surrender peacefully.”
“Members of the Ithaca-Tompkins Specialized Response Team responded. Through the use of chemical irritants and technology-based equipment, the Specialized Response Team was able to place Welch in custody without injury to Welch or officers.”
Welch was charged with the following:
Burglary Third Degree, a Class D Felony
Attempted Criminal Possession of a Weapon Third Degree, a Class E Felony
Petit Larceny, a Class A Misdemeanor – six counts
Resisting Arrest, a Class A Misdemeanor
Obstructing Governmental Administration Second Degree, a Class A Misdemeanor
Police also arrested another person in the apartment with an active arrest warrant without incident. IPD was helped at the scene by the Tompkins County Sheriff’s Office, Ithaca Fire Department, and Bangs Ambulance.
