ALBANY, NY (607NewsNow) – A member of local law enforcement has received state recognition.
On September 19, Captain Anthony Phelps of the Cortland County Sheriff’s Office was awarded the state’s 2024 Police Officer Medal of Honor.
Phelps is one of two to receive the award from Governor Kathy Hochul, joining State Police Troop G Sergeant Richard Albert (2023), and one of 125 to receive the award since its inception in 1984.
He is recognized for his quick action under fire while serving an eviction warrant in January 2024 at a home in Cortland. Phelps, then an investigator sergeant, was one of several local law enforcement members to respond to the residence of 59-year-old Stephen Burda, who fired upon the officers with a shotgun.
Phelps returned fire, ending the threat with a shot to Burda’s leg. He then secured the scene and applied a tourniquet to the wound that saved the man’s life.
“I am proud of all the officers who responded to this incident, but Captain Phelps stood out for his swift, decisive, and professional actions,” said Cortland County Sheriff Mark Helms. “His quick assessment and immediate response prevented what could have been a tragic outcome, protecting the lives of his fellow officers. Captain Phelps exemplifies the very best of the Cortland County Sheriff’s Office.”
In February 2024, Phelps was cleared of any wrongdoing in the incident.
“Each of these officers displayed extraordinary bravery while under lethal threat by armed individuals who shot at police,” said Hochul. “Their instincts and training kicked in, and their quick thinking and swift action saved their own lives while also protecting the lives of others. It is my honor to recognize and commend them for their heroism and thank them for their professionalism and dedication to public service.”
Burda remains in Cortland County Jail after his trial was recently delayed. He faces a 17-count indictment, including four counts each of first- and second-degree attempted murder.
