WATKINS GLEN, NY (WHCU) – A man convicted of killing a 15-year-old girl in Watkins Glen more than 20 years ago could be free soon.

Joshua Horein, 39, will again appear before a state parole board this month, after serving more than 23 years for killing Amber Brockway on August 5, 2000. Horein, who pled guilty, was sentenced to 20 years to life in prison on April 6, 2001.

According to the Schuyler County District Attorney’s Office, Horein has been denied parole several times since 2019, including most recently in April, after board members noted concerning behavior. Board members reportedly said Horein sent a letter to Brockway’s mother that could have been construed as intimidation, blamed Schuyler County District Attorney Joseph Fazzary for his conviction, and was “still casting some blame on the victim.” He is set for another parole hearing this month, though the date is unclear.

The Schuyler County DA’s Office and Brockway’s family will oppose his release.
