OWEGO, N.Y. (WHCU) – Two men have been charged in an animal cruelty investigation in Tioga County.

On Thursday, the Tioga County Sheriff’s Office along with District Attorney’s Office and the ASPCA executed a search warrant at a farm near Owego after receiving a tip of potential neglect. Authorities say 100 cows, 17 goats, and 5 horses were seized and transported to other locations for care. Many of the animals were underweight and at least one calf required urgent medical care. Two dead goats and additional evidence of neglect were also located on the property.

Adam Romanik, 44, and 44-year-old Patrick Champaign were both charged with five counts of Overdriving, Torturing, and Injuring Animals, 22 counts of failure to provide proper food and drink to impounded animals, and failure to provide proper sustenance.

The ASPCA and other organizations are working on caring for and assessing the animals before finding suitable places to relocate them. The investigation is ongoing, and more charges are possible.

“Right now, our priority is to remove the animals from the poor conditions they were in and get them the care they need,” said ASPCA Legal Advocacy Senior Counsel Elizabeth Brandler. “They’ll receive veterinary exams to help support the investigation.”
