ITHACA, N.Y. (WHCU) — For the first time in its history, Tompkins County is starting a strategic operations plan. 

Lisa Holmes is the county administrator. Monday on Ithaca’s Morning News, she offered an explanation about the plan.

Holmes also says the plan would go to the Tompkins County Legislature for a vote next year.
