OWEGO, N.Y. (WHCU) – A business in Tioga County will benefit from a Restore New York Grant.
With the help of TEAM Tioga, Fuddy Duddy’s Confectionery in Owego was awarded a $1.8 million grant from the state towards a $3.5 million project. The owners, Stephen and Kimberly Cruty, recently purchased two historic vacant buildings in the Village with plans to expand the business, as well as provide office space and a loft apartment suite. TEAM Tioga consists of the county’s Economic Development and Planning Department, the Industrial Development Agency, and the Local Development Corporation.
“Our team strives to aid in the retention and expansion of businesses in Tioga County. We are very pleased that the Restore NY funding will be used to rehabilitate two important historic structures in the Village of Owego for the expansion of a small local business.”

Fuddy Duddy’s plans to expand their bakery and candy offerings, return coffee and espresso service with the ability to roast in-house. Additionally, they’ll add and old-fashioned nut roaster and popcorn popper, and reconstruct the riverside deck area for waterfront seating.
“We are thrilled to receive this Restore NY grant award,” said Stephen Cruty. “These buildings have played an essential role in Owego’s retail community since 1850. With this support, we will create an immersive destination in the Village that will take our guests back to a simpler and sweeter time. With the help of TEAM Tioga, we were able to secure this funding so that we could realize our vision while remaining in downtown Owego.”
Project construction is anticipated to start in 2023.
