ITHACA, N.Y. (WHCU) — Morale at the Ithaca Police Department remains low. 

Mayor Laura Lewis tells us part of the low morale experienced at IPD is the result of staffing levels. 

Recruitment and retainment efforts have been a struggle. The city is also early in the search for a new permanent police chief.
