OWEGO, N.Y. (WHCU) — The National Weather Service has issued a flood watch for Tioga and Broome counties.

Forecasters say flash flooding from heavy rain is possible today. The flood watch goes into effect starting at two o’clock this afternoon through the rest of the day. Rivers, creeks, and streams may experience flooding.

Rainfall rates of one to two inches an hour today is possible.
