OWEGO, N.Y. (WHCU) – A piece of public property in Tioga County has received new life.

The Tioga County Sheriff’s Office hosted people in the Alternatives to Incarceration (ATI) program in Owego over the weekend for community service. The ATI crew cleaned graffiti off of the Erie Street pedestrian underpass and gave it a new paint job.
