ITHACA, N.Y. (WHCU) — A contender for city manager in Ithaca says addressing housing and homelessness requires a team effort. 

Delancia Browning has worked in the DC area. She’s seen homeless encampments like ‘the Jungle’ in Ithaca. 

Browning adds her department favored a ‘housing first’ model while also acknowledging a need to address addiction and mental health issues. She was interviewed Wednesday by the Common Council, which you can watch below.
