MORAVIA, NY (607NewsNow) – The Moravia Central School District has until mid-September to submit a corrective action plan (CAP) to the New York State Comptroller’s Office.
State Comptroller Tom Dinapoli recently released the results of a three-cycle, 5-year audit of the district’s lead testing and reporting.
According to the report, district officials “did not properly identify, report or implement needed remediation to reduce lead exposure in all potable water outlets as required by NYS Public Health Law and Department of Health regulations.”
Officials say nearly 1/3 of the school buildings’ water sources were not sampled or properly exempted by the district in cycle 2, and there is no information on potential lead levels as a result. The report further states that the district lacked formal sampling and remedial action plans, was not fully familiar with state reporting requirements, and lacked clearly assigned roles for compliance standards.
While the district did report its testing results to the Department of Health via the Health Electronic Response Data System, it did not notify the local health department via email about the lead action exceedances. The report also claims district officials could not provide documentation that they notified staff, parents, or guardians of test results in writing, and the results were not posted to the district website until five weeks after the required deadline.
The Board of Education must submit a CAP that addresses the report findings and recommendations pursuant to Section 35 of the New York State General Municipal Law, Section 2116-a (3)(c) of the New York State Education Law, and Section 170.12 of the Regulations of the Commissioner of Education. Implementation of the CAP must begin by the end of the next fiscal year, to the extent practicable.
