OWEGO, N.Y. (WHCU) – Two employees are facing charges after allegations of abuse at a Tioga County residential center for people with developmental disabilities.
The Tioga County Sheriff’s Office began investigating a reported assault on March 8, 2023, against an adult resident of a state facility in Owego operated by the New York State Office for People with Developmental Disabilities.
Investigators arrested 26-year-old Patrick Marrero, of Binghamton, on March 16, 2023. Marrero is charged with three counts of felony endangering the welfare of an incompetent or physically disabled person and misdemeanor assault.
Two weeks later on March 30, 2023, authorities arrested 24-year-old Jennifer Wayaan, of Endicott. Wayaan is charged with one count of felony endangering the welfare of an incompetent or physically disabled person and misdemeanor assault.
Both will appear in Town of Owego Court at a later date.
